    City Manager Penny Culbreth-Graft announced today that she has accepted Fire Chief Manual Navarro's notice to retire, effective October 10, 2008. Navarro was appointed Fire Chief for the City of Colorado Springs in January of 1994. Chief Navarro began his fire service career in the San Francisco Bay area at the age of 19 and achieved the title of Assistant chief while employed by the Oakland Fire Department. When Chief Navarro retires in October he will have completed 42 years of honorable service as a fire fighter. "Chief Navarro has been a leader locally and nationally in public safety and has a track record of professionalism in the fire service that has benefited Colorado Springs," said City Manager Culbreth-Graft.

    "The decision to retire is a difficult one; the fire service has been how I have defined myself for these many years. It is most gratifying that I have been able to experience a long, exciting, and fulfilling career. Many friends-co-workers have become an integral part of my everyday life. The fire service has been my other family and will truly be missed," states Navarro.

    Under Navarro's leadership the Colorado Springs Fire Department has achieved national recognition for the many programs developed and implemented by the men and women of the CSFD, among them the success of the FireWise  Program, the construction and opening of four new fire stations and a trunk radio system that services all of El Paso County. The department has established performance standards that have become the benchmark of city planning and will continue to serve this community well into the future. All department personnel are fully certified to professional national standards and hold qualifications that exceed other fire departments across the country.

    During Navarro's tenure the city also has built a state of the art fire headquarters and training facility. CSFD has placed a cross-trained firefighter/paramedic in every fire station and deployed four additional engine fire companies, three additional truck fire companies, and two additional medical squads.

    Chief Navarro is an experienced and knowledgeable fire command officer and is considered an expert in many technical areas - most notably in the field of Urban Search and Rescue. He was responsible for the management of the Oakland-sponsored Federal Emergency Management Agency (FEMA) National Urban Search and Rescue Team and currently serves as a member of the FEMA Urban Search and Rescue Management and Control Committee. In 1989, Chief Navarro commanded rescue operations after the Loma Prieta earthquake, and in 1991, he was chosen to be a member of a select, 4-person FEMA Advance Team sent to assist on the island of Kauai in the aftermath of the Hurricane Iniki.

    The advanced notice of Navarro’s retirement will give the City Manager the flexibility and lead time to implement an internal recruitment, with the goal of naming a new Fire Chief prior to October 2008.
